Because very cold air is so dry, even frozen moisture eventually evaporates but the process is slow. If you have, for example, a towel that's frozen solid, you can shake off the excess chunks of ice and wrap it around your body to convert the remaining ice into droplets of water, which will quickly evaporate in the cold, dry air.
